Harris Nuclear Plant Emergency Support Certification
Dear Mr. Main:
As previously indicated in public announcements and meetings, Progress Energy Carolina, Inc. is developing a Combined Operating License Application (COLA) for submittal to the U.S. Nuclear Regulatory Commission (NRC), in accordance with the requirements of 10 CFR 52 for the Harris Nuclear Plant site near Raleigh, North Carolina. The COLA outlines Progress Energy's plans for construction and operation of two proposed new power generating units at the existing Harris Nuclear Plant site.
A key part of the COLA is the development of emergency plans which provide information sufficient to demonstrate compliance with pertinent regulatory requirements. The COLA will take credit for the current federal, state, and local plans already in place at the Harris Nuclear Plant in support of Unit 1 and will include a combined site emergency plan which addresses onsitejoffsite activities to support a 3-unit site.
The purpose of this letter is to certify that the exlstinq agreement with Rex Healthcare to support Unit 1 at the Harris site will remain valid until revised to include emergency support for two (2) proposed new reactors, if constructed.
In addition, you will agree to participate in the continulnq planning efforts and scheduled field demonstrations to support the new units; and are committed to executing your responsibilities under the plans in the event of an emergency. Because these responsibilities are similar to those currently performed by Rex Healthcare for the existing Harris Nuclear Plant Unit 1, the future additional impact on Rex Healthcare associated with the two additional reactors, if constructed, is expected to be small.
This letter shall remain in effect until superseded by a revised existing agreement and may not be terminated by either party without 90 days written notice.
