Harris Nuclear Plant Emergency Support Certification
Dear Dr. Hammer:
As previously indicated in public announcements and meetings, Progress Energy Carolina, Inc. is developing a Combined Operating License Application (COLA) for submittal to the U.S. Nuclear Regulatory Commission (NRC), in accordance with the requirements of 10 CFR 52 for the Harris Nuclear Plant site near Raleigh, North Carolina. The COLA outlines Progress Energy's plans for construction and operation of two proposed new power generating units at the existing Harris Nuclear Plant site.
A key part of the COLA is the development of emergency plans which provide information sufficientto demonstrate compliance with pertinent regulatory requirements. The COLA will take credit for the current federal, state, and local plans already in place at the Harris Nuclear Plant in supportof Unit 1 and will include a combined site emergency plan which addresses onsitejoffsite activities to supporta 3-unit site.
The purpose of this letter is to certify that the existing agreement with you to provide medical supervision and care for contaminated, injured Progress Energy employees and other personnel from the plant at Rex Hospital or HNP will remain valid until revised; and will also include emergency supportfor the proposed new reactors, if constructed.
In addition, you will agree to participate in the continuing planning efforts and scheduled field demonstrations to supportthe new units; and are committed to executing your responsibilities under the emergency plans in the event of an emergency.
This letter shall remain in effect until superseded by a revised existing agreement and may not be terminated by either party without 90 days written notice.
