Harris Nuclear Plant Emergency Support Certification As previously indicated in public announcements and meetings, Progress Energy Carolina, Inc. is developing a Combined Operating License Application (COLA) for submittal to the U.S. Nuclear Regulatory Commission (NRC), in accordance with the requirements of 10 CFR 52 for the Harris Nuclear Plant site near Raleigh, North Carolina. The COLA outlines Progress Energy's plans for construction and operation of two proposed new power generating units at the existing Harris Nuclear Plant site.
A key part of the COLA is the development of emergency plans which provide information sufficient to demonstrate compliance with pertinent regulatory requirements. The COLA will take credit for the current federal, state, and local plans already in place at the Harris Nuclear Plant in support of Unit 1 and will include a combined site emergency plan which addresses onsitejoffsite activities to support a 3-unit site.
The purpose of this letter is to certify that existing agreements to support Unit 1 will remain valid until revised to include support for two (2) additional proposed units at the Harris site and that the Apex Rescue Squad, Inc. agrees to support the proposed new reactors, if constructed.
Specifically, (1) Apex Rescue Squad, Inc. will respond to requests for aid in initial emergency medical response resulting from emergency situations at the Harris Nuclear Plant, and (2) Apex Rescue Squad, Inc. will participate in future periodic drills and training, as required by the Harris Emergency Plan. The support that would be required of Apex Rescue Squad, Inc. associated with the two new power generating units is the same as now required in support for the existing Harris Nuclear Plant Unit 1. future additional impact on Apex Rescue Squad, Inc. of the two additional units, if constructed, is expected to be small.
This letter shall remain in effect until superseded by a formal letter of agreement and may not be terminated by either party without 90 days written notice.
