Jaczko Chairman U.S. Nuclear Regulatory Commission Washington, D.C. 20555-0001
Dear Chairman Jaczko:
Earlier today Pacific Gas and Electric Company requested the Nuclear Regulatory Commission delay its license renewal application for the Diablo Canyon Nuclear Power Plant.
While I am continuing to study the specifics of PG&E's letter to the Commission, I want to reiterate my earlier request that this process be halted until a number of questions around seismic issues are answered.
I continue to believe there is simply no need to rush through this relicensing process until federal and state regulators have all the information they need to ensure Diablo Canyon can be run safely and is prepared to deal with the inevitable seismic activity our area is known for.
Since the existing 40-year licenses for the plant's two reactors do not expire until 2024 and 2025, there is more than enough time to adequately address seismic concerns in a thoughtful and transparent manner, so the full spectrum of information on which to base critical decisions on the plant's future operations and safety are addressed.
The people of the Central Coast deserve to know that everything is being done to ensure their health and safety as it relates to the operations at Diablo Canyon. Therefore, I reiterate my request for the Commission to halt the license renewal application process until comprehensive, independent analyses of seismic studies are done and that they be considered as part of the relicensing process.
We simply must have a thorough understanding of both the underlying seismic issues and the steps needed to avoid and/or respond to a potential earthquake event at Diablo Canyon prior to granting PG&E a license to run the plant until nearly the middle of this century.
I look forward to your response.
