Tennessee Valley Authority, Post Office Box 2000, Soddy Daisy, Tennessee 37384-2000 April 11,2011 Chattanooga Environmental Field Office Division of Water Pollution Control State Office Building, Suite 550 540 McCallie Avenue Chattanooga, Tennessee 37402 TENNESSEE VALLEY AUTHORITY - SEQUOYAH NUCLEAR PLANT - REQUEST TO TERMINATE SAMPLING OF THE DIFFUSER POND INLET FOR OIL AND GREASE DUE TO INTERTIE TRANSFORMER FAILURE ON SEPTEMBER 22, 2010 On September 22, 2010 at approximately 2130 EDT, a fire occurred while placing a non-polychlorinated biphenyl (PCB) transformer in service following routine maintenance. As a result of the fire, approximately 13,000 gallons of insulating oil spilled from the transformer into the surrounding gravel switchyard. The switchyard has a clay layer which routes spills to the yard drainage system via a french drain. The yard drainage system drains to the Yard Drainage Pond which is the secondary containment for the switchyard. A permanent oil skimmer is located on the discharge of the Yard Drainage Pond prior to entry into the Diffuser Pond. TVA mobilized its Emergency Response Team and began recovering the spilled mineral oil utilizing multiple guzzler trucks and an oil / water separator. Also, four skirted booms were placed between the Yard Drainage Pond inlet and the permanent oil skimmer at the Yard Drainage Pond discharge. At no time has oil been released to the Diffuser Pond or to the Tennessee River from this spill.
On September 23, 2010, at the request of TDEC, Sequoyah began sampling for oil and grease twice per day at the north end of the Diffuser Pond where the Yard Drainage Pond enters. Twice a day sampling continued through October 12, 2010. On October 13, 2010, with concurrence from TDEC, sampling was reduced to once per day. Daily sampling of the Diffuser Pond inlet continued through December 7, 2010. On December 7, 2010, with concurrence from TDEC, sampling frequency was reduced to once per week. Currently, sampling for oil and grease continues at the Diffuser Pond Inlet on a weekly basis. As of today, all oil and grease analytical sample results have been below minimum detectable limits and it has also been visually verified on a daily basis that no oil sheen has been present on the Diffuser Pond. No oil has been released into Waters of U.S. from the intertie transformer failure on September 22, 2010.
Enclosed as Table 1 are the analytical results for all oil and grease samples collected since September 23, 2010.
Chattanooga Environmental Field Office Division of Water Pollution Control Page 2 April 11,2011 As a result of the cleanup from the spill, 37 dump truck loads of non-hazardous oily soil / gravel have been excavated and shipped to Rhea County Landfill as special waste and 105,000 gallons of oily waste water have been removed from the Yard Drainage Pond and shipped to Clean Harbors LLC. Multiple booms remain in place in the Yard Drainage Pond prior to the oil skimmer to further minimize the likelihood of oil entering the Diffuser Pond. A portable oil / water separator is currently staged at the inlet of the Yard Drainage Pond where the switchyard drains to collect any oil drainage. During heavy rain events a small amount of oil enters the Yard Drainage Pond, but does not pass the booms placed near the Yard Drainage Pond inlet prior to being collected by the oil / water separator.
Sequoyah requests that oil and grease monitoring at the north end of the Diffuser Pond be discontinued based upon the following: all oil and grease analytical sample results have been below minimum detectable limits, no oil has been observed on the Diffuser Pond during the six months of daily observation, and no oil has been released to the Diffuser Pond. Sequoyah is aware that any sheen observed on the Diffuser Pond would result in an immediate notification to the National Response Center in addition to notification to TDEC. Sequoyah plans to discontinue sampling of the Diffuser Pond inlet on May 13, 2011 unless otherwise directed by TDEC.
