The purpose of this letter is to provide you additional materials in support of a second Preliminary Jurisdictional Determination (JD) for the Bell Bend Nuclear Power Plant (BBNPP) project site in Berwick, Pennsylvania- Supporting documents were previously submitted to you on December 3, 2010 (Reference 1) identifying the additional wetlands that represent the scope of this second Preliminary Jurisdictional Determination request.

Together, these materials supplement our initial Preliminary Jurisdictional Determination request (Reference 2), and resulted from our efforts to avoid wetlands impacts by relocating the project footprint within the existing project boundary.

PPL Bell Bend, LLC he'rebylrequests a preliminary determination of resource areas subject to the jurisdiction of the U.S. Army Corps of Engineers based upon the collective materials submitted and your in-field review of the BBNPP site.

We appreciate your continued assistance with this process. Please contact Brad Wise (610.774.6508 or bawise@pplweb.com) directly if you have any questions.

Respectfully, Terry L. Harpster TLH/kw
