OF TELEPHONE CONFERENCE CALL HELD ON FEBRUARY 24, 2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING THE PILGRIM NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION (TAC NO. MC9669)

The U.S. Nuclear Regulatory Commission (the staff) and representatives of Entergy Nuclear Operations, Inc. (the applicant) held a telephone conference call on February 24, 2011, to discuss and clarify a condition report associated with Pilgrim Nuclear Power Station (Pilgrim) license renewal review. The discussion focused on a technical review of containment electrical penetrations and whether these penetrations were evaluated for license renewal.

The condition report includes the procurement specifications for the electrical penetrations which specifies a design life of 40 years. The staffs concern focused on whether these components are being appropriately managed for the effects of aging to ensure component functionality beyond 40 years. Pilgrim staff stated that the electrical penetrations specified in the report are in the scope of license renewal as a containment pressure boundary, but are not required to be environmentally qualified (EQ) per Title 10 of the Code of Federal Regulations Part 50.49, Environmental qualification of electric equipment important to safety for nuclear power plants and are included in the non-EQ of electrical penetrations aging management program.

Staff verified that these penetrations are periodically tested per Pilgrim technical specifications in accordance with 10 CFR 50 Appendix J and Regulatory Guide 1.163 Performance-Based Containment Leak-Test Program. Therefore, the staff agrees that these components are being appropriately age managed as specified in the Pilgrim license renewal application and as evaluated by the staff in NUREG-1891 Safety Evaluation Report Related to the License Renewal of Pilgrim Nuclear Power Station, issued in November 2007. provides a listing of the participants.
