First, theres no draft BO, yet.
As you know, weve been working with NMFS on a consultation extension. NMFS indicated to me that it intends to issue the extension letter tomorrow. Ill forward an electronic copy of that letter after NMFS signs it out. That letter will contain the new dates for consultation.
NMFS will develop their draft BO after the close of the extended consultation period. I believe the regulations pertaining to NMFS ESA consultations provide for the timing of the draft BO and for an opportunity for the action agency and the applicant to review the draft BO after the close of consultation and prior to the BO due date.
I suggest that a teleconference during the extended consultation period would allow all to discuss procedural and timing matters like draft BO timing. In addition, it would allow an opportunity for NMFS, NRC, and Entergy to discuss the information Entergy plans to submit, as Mr. Dacimo proposed in his letter of March 1.
