OF MARCH 3, 2011, MEETING TO DISCUSS THE LICENSEE'S FEBRUARY 3, 2011, LICENSE AMENDMENT REQUEST TO REVISE SURVEILLANCE REQUIREMENT FOOTNOTE IN TECHNICAL SPECIFICATION 3.8.1, HAC SOURCES - OPERATING" (TAC NO. ME5426)
On March 3, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), doing business as Xcel Energy, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NSPM's February 3,2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110350055), license amendment request (LAR) concerning a proposed revision to the surveillance requirement footnote in Technical Specification (TS) 3.8.1, "AC (Alternating Current) Sources - Operating." A notice for this meeting was issued on February 16, 2011, and is available in ADAMS at Accession No. ML110470279. The licensee's presentation can be found at ADAMS Accession No. ML110660079.
The licensee's presentation to the NRC staff included a discussion of the licensing and the technical issues associated with the LAR currently under NRC staff review. Specific topics presented by the licensee included some background information on the LAR, the proposed TS and TS Bases changes, a discussion of the proposed modifications to be performed, and the schedule milestones. In addition, the licensee confirmed their understanding of the NRC staffs Request for Additional information. The licensee also discussed their basis for requesting an expedited review of this LAR, which is needed to support the spring 2011 refueling outage for PINGP Unit 1.
The NRC staff queried the licensee throughout the presentation. A portion of the meeting was closed to the public to allow discussion of vendor proprietary information.
