Dear Mr. Klein:

As the Commissioner representing the federal government on the Susquehanna River Basin Commission (Commission), I welcome this opportunity to request your agency's input in developing the Commission's 2011 Water Resources Program (WRP).

The current level of coordination and cooperation among the federal family of agencies in the Susquehanna River Basin (basin) is impressive, and I am committed to maintain and build upon that effort. This makes it possible for me, as your representative on the Commission, to effectively represent our combined federal interests.

The federal agencies provide integral support in preparing and implementing the Commission's WRP. I am seeking your agency's input as the Commission launches its Compact-mandated 2011 WRP effort. The Commission must catalog and disseminate the water projects, plans and programs planned by the Commission and by agencies and the private sector in the Susquehanna basin to meet various water resource needs.

The Commission requests a focus on projects (plans and programs) expected in 2011-2012. Your staff can view and download the 2011 WRP response form at http://www.srbc.net/planning/water-resources2011.htm. The form contains instructions for completing and submitting it by April 1, 2011.

This 2011 WRP input form contains a comprehensive list of actions needed for the 2011-2012 period in all six of the Commission's priority management areas. While my office and the Commission hope your staff will address as many of the actions needed that apply to your mission, a focus by the federal agencies on specific priorities also will add tremendous value to the 2011 WRP. As your staff review the actions needed and develop their responses, I encourage them to consider, when possible, how the following priority issues can be addressed.

Managing the development of natural gas wells in the Marcellus shale for both water quality and quantity and its implications on coordination and outreach.

Devising a low flow management scheme for the entire Susquehanna basin to protect aquatic habitat and provide adequate flows to the Chesapeake Bay.

Ensuring the sustainability of the Susquehanna River Basin Flood Forecast and Warning System, including the maintenance of critical stream gages.

Managing nutrients and sediments in the Susquehanna basin, including implementation of the Chesapeake Bay TMDL.

Participating in licensing/relicensing activities for hydroelectric projects and other possible new power-producing facilities in the Susquehanna basin.
