Dear Mr. Pollock:
On November 29 - December 2,2010, February 7 - 1Q, and 17,2011, the U.S. NuclearRegulatory Commission (NRC) conducted a safety inspection at the Holtec ManufacturingDivision, 200 Braddock Avenue, Turtle Creek, Pennsylvania of activities authorized by the abovelisted NRC license. The inspection was Hmited to a review of lndian Point Energy Center (IPEC)oversight of the fabrication, factory testing, and inspection of the shielded transfer canister (STC)for IPEC Unit 3. The STC will be used for the wet transfer of spent fuel assemblies from theIPEC Unit 3 spent fuel pool to the IPEC Unit 2 spent fuel pool. The findings of the inspectionwere discussed with Joe DeFrancesco of your organization at the conclusion of the inspection.The enclosed report presents the results of this inspection.The inspection examined activities conducted under your license as they relate to compliancewith the Commission's rules and regulations and with the conditions of your license. Theinspector reviewed selected procedures and records, obseryed activities, and interviewedpersonnel.Within the scope of this inspection, no violations were identified.ln accordance with 10 CFR Part 2.390 of the NRC's "Rules of Practice ," a copy of this letter andits enclosure will be available electronically for public inspection in the NRC Public DocumentRoom or from the Publicly Available Records component of the NRC's document system(ADAMS).ADAMS is accessible from the NRC Web Site at http://www.nrc.qov/Leadinq-rm/adams.html (the Public Electronic Reading Room)'License No. DPR-64 J.
