Dear Sir/Madam:
PSEG Nuclear LLC (PSEG) is submitting this report to provide additional documentation of the courtesy notification of a discharge of 5 gallons of steam/water solution containing 30 ppb of hydrazine onto the ground.
The discharge was reported to the New Jersey Department of Environmental Protection (NJDEP) hotline at 13:12 hours on February 11,2011 and assigned Case No. 11-0211-131252 by Operator #33.
This discharge was also reported to the U.S. Nuclear Regulatory Commission (NRC) in accordance with the Station's NRC license.
On February 9, 2011 at approximately 17:30, a small leak was identified near the Salem Unit 2 Main Steam System. At that time, it was not evident that the leak had reached the ground and that it was only presenting an industrial safety issue due to icing on a catwalk area.
On February 11, 2011, PSEG operators identified that the leak had dripped onto the ground and clean up actions were initiated. The water was sampled and analyzed, with results of 30 ppb of hydrazine. The source of the leak was isolated and clean up efforts were immediately initiated.
The recovered soil and gravel were removed and properly contained in drums for disposal.
The NJDEP was notified a second time, later that the same day (2/11/11) at 17:58, via the hotline, that PSEG was retracting the original spill report because the spill was cleaned up within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of identification and therefore this was a non-reportable spill.
