(the licensee), has requested this pre-licensing meeting to discuss a proposed license amendment request for Arkansas Nuclear One, Unit 1, regarding Technical Specification 3.7.7, "Service Water System (SWS)," and issues arising when SWS room/area cooling subsystems may be degraded or inoperable.

CATEGORY:* This is a Category 1 Meeting. The public is invited to observe this meeting and will have one or more opportunities to communicate with the NRC after the business portion, but before the meeting is adjourned.

2. Pre-submittal discussion on a planned license amendment request, described below:

Currently, guidance related to service water system (SWS) room/area cooling subsystems is not specifically addressed in Technical Specification (TS) 3.7.7. This leads to ambiguity with regard to what actions are appropriate when SWS room/area COOling subsystems may be degraded or non-functional. Therefore, Entergy proposes to add a new Condition, Required Action, and Completion Time to TS 3.7.7 to address this issue.

Information will be added to the associated TS Bases to provide additional clarity with regard to application of the TS under these circumstances.
