Dear Sir:

On September 2, 2010 at 2250 EDT, a Notification of Unusual Event was declared at the Edwin I. Hatch Nuclear Plant. The NUE was entered based on HU1 Threshold Value 6 Exceeding Max Normal Operating Values specified in EOP 31E0-EOP-014-1(2) SC Secondary Containment Control Table 5 Secondary Containment Operating Water Levels due to a HIGH-HIGH-HIGH Alarm in the Reactor Core Isolation Cooling (RCIC) Northwest Diagonal Instrument Sump. This report serves as closure for the event in accordance with the Edwin I. Hatch Emergency Plan.

On September 2, 2010, Plant Hatch Unit 2, as part of an on-going RCIC System outage, was restoring a tag out which un-isolated the Condensate Storage Tank (CST) from the RCIC System. The Shift Crew received several alarms in a short period of time for the RCIC Northwest Diagonal Instrument Sump Levels culminating with receiving the HIGH-HIGH-HIGH alarm at 2240 EDT. The Control Room Shift Manager assumed Emergency Director Duties and declared a Notification of Unusual Event (NUE) at 2250 EDT. Initial notifications of the event to the State of Georgia and local counties were made at 2304 EDT. Initial notification of the event to the Nuclear Regulatory Commission was at 2345 EDT. The site NRC Resident Inspector was also notified of the event, It was determined that a vent valve (2E51 -FVOO5) on the discharge of the barometric condensate pump was tagged open and was the source of water entering the sump. The Shift Crew closed CST Suction Valve (2E51 -FOl 0) to isolate the CST from the RCIC system at 2251 EDT. At 2255 EDT the RCIC Northwest Diagonal Instrument Sump HIGH-HIGH-HIGH alarm cleared. At 0013 EDT on September 3, 2010, the Notification of Unusual Event was terminated. Unit One and Unit Two reactor power was maintained at 100 % during the event.

Notification of termination of the event to the local counties and the State of Georgia was on September 3, 2010 at 0016 EDT. The Notifications of the event termination to the Nuclear Regulatory Commission was at 0017 EDT.
