Dear Mr. Pietrangelo:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I want to thank you for your letter, dated October 20, 2010, to the Chairman in providing additional input pertaining to several issues and concerns related to GSI-191 following the September 29, 2010, public briefing on that topic.

As you noted in your letter, SECY-10-0113, Closure Options for Generic Safety Issue - 191, the presentations by the NRC staff and external stakeholders at the September 29, 2010, Commission briefing all addressed various aspects and options. Your letter was added to the Commission Meeting Record for Commission consideration.

The Commission issued its staff requirements memorandum (SRM) for the October 2010 public briefing and for SECY-10-0113 on December 23, 2010. In approving the NRC staffs recommendation, the latter SRM directed the NRC staff to continue to use the current integrated resolution process, but also to monitor industry testing and to fully explore technical implications of all available alternatives for risk-informing the path forward. The staff looks forward to engaging Nuclear Energy Institute and other external stakeholders on this matter, and expects that the meeting held January 27, 2011, will be the first of many.
