On November 8, 2010, Mark Hartle of the Pennsylvania Fish and Boat Commission (PFBC) submitted comments to PPL in reference to draft Habitat Suitability Curves (HSCs) provided in a meeting held on October 21, 2010, between PPL and various resource agencies. Subsequent comments were also received from Dr. Margaret Murphy of Anchor QEA on behalf of the Susquehanna River Basin Commission (SRBC). In response to those comments, Thomas R.

Payne of Thomas R. Payne and Associates (TRPA) transmitted a set of revised HSCs for consideration by Dr. Murphy and Mr. Hartle on November 30, 2010. Additional comments were received from Dr. Murphy on December 9, 2010 on the revised HSCs.

PPL is hereby providing revised HSC curves and documentation as well as assumptions and calculations for substrate and cover codes (Enclosure 1 - CD) for final SRBC review and concurrence. These revisions reflect the incorporation and consideration of the beneficial input of Dr. Murphy and Mr. Hartle. We are requesting SRBC review of these curves by January 7, 2011 so that PPL can proceed with the analysis phase of the IFIM process. The analysis phase of the IFIM will include linkage of the HSC with riverine hydraulics, computation of habitat index-discharge relationships, and time series analysis. These steps will be initiated as soon as final approval of the HSC package is received by PPL.

December 22, 2010 BNP-2010-341 Page 2 We are also including as Enclosure 2 responses to Dr. Murphy's December 9, 2010 input to the November 30, 2010, revised HSC's. In response to Mr. Hartle's November 8, 2010, email input and suggestions (Enclosure 3), we have eliminated the Greenside darter HSC and included HSCs for Banded darter and Tessellated darter. Banded darter HSCs were taken from Aadland and Kuitenen (2006) and depth and velocity criteria for Tessellated darter HSCs were taken from the Fenton River instream flow study in Connecticut (Warner et al. 2006). The Fenton River study did not utilize a substrate/cover criterion, but an internet and reference book review showed the preferred substrate for Tessellated darter to be sand and/or mud in slow-moving water (see Tessellated Darter Substrate and Cover HSC.xls). The book Pennsylvania Fishes by Ms. Linda Steiner (Pennsylvania Fish and Boat Commission)' indicates the tessellated darter greatly resembles the Johnny darter, and was formerly considered a subspecies of the Johnny darter. Using this information we located substrate and cover information on the Johnny darter (Aadland and Kuitunen 2006) and converted it for use as a surrogate for the Tessellated darter.
