I am responding to your letter dated November 16, 2010, which forwarded the subject document to us for information and use. We appreciate the opportunity to review and comment on this report. The comments we previously provided have been incorporated and we have no further comments.

Although we would encourage applicants to use this guidance in preparing their license amendment requests to improve their quality, we decline to officially endorse it. Thus, this guidance should not be interpreted as reflecting the Nuclear Regulatory Commission staff position and the staff is in no way bound by it.
