DRAFT AUDIT REPORT FOR BRUNSWICK STEAM ELECTRIC PLANT UNITS 1 AND 2, REQUEST FOR LICENSE AMENDMENTS ADDITION OF ANALYTICAL METHODOLOGY TO TECHNICAL SPECIFICATION 5.6.5.b DOCKET NOS. 50-325 AND 50-324 (TAC NO. ME4650)
Dear Mr. Salas:
The U.S. Nuclear Regulatory Commission (NRC) staff visited the AREVA NP Inc. (AREVA) facility in Bethesda, Maryland, from November 3 to November 5, 2010, to perform an audit. The purpose of this audit was in support of a license amendment request for addition of analytical methodology to revise Technical Specifications (TSs) for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2, as requested by Progress Energy Carolinas, Inc.
The proposed license amendments revise BSEP TS 5.6.5.b by adding the following topical reports (TRs): AREVA TR ANP-10298PA, ACE/ATRIUM 10XM Critical Power Correlation, Revision 0, and AREVA TR BAW-10247PA, Realistic Thermal-Mechanical Fuel Rod Methodology for Boiling Water Reactors, Revision 0. These TRs add to the list of analytical methods that have been reviewed and approved by the NRC for determining core operating limits.
This license amendment request for addition of analytical methodology to BSEP TS 5.6.5.b will enable BSEP Units to transition to AREVA ATRIUM 10XM fuel starting in spring 2011. Enclosed is the audit report for this visit.
Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we believe that the enclosed audit report may contain proprietary information. However, we have not marked the specific proprietary information and are providing you with the opportunity to comment on the proprietary aspects. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. The final audit report will be issued after receiving your comments and a non-proprietary version will be made publicly available.
