ME3708 and ME37091 By "L-PI-10-023, Supplement to License Amendment Request (LAR) to Revise Emergency Diesel Generator (EDG) Test Loads in [[SR" contains a listed "[" character as part of the property label and has therefore been classified as invalid. and SR 3.8.1.9 (TAC ME0086, ME00871)|letter dated March 30, 2010]] (MLI 00900089), Northern States Power Company, a Minnesota corporation (NSPM), doing business as Xcel Energy, requested NRC approval for a revision to the PINGP, Units 1 and 2, reactor vessel material surveillance capsule withdrawal schedule.

An application for a renewed operating license (ML081130666) which will allow PINGP operdtion to be extended for 20 years was submitted April I I, 2008. To support the proposed extended period of plant operations, NSPM proposed to remove Capsule N from Unit 1 during the Spring 201 1 refueling outage and remove Capsule S from Unit 2 during the Spring 2012 refueling outage per the plant specific program.

In the Fall of 2010, the Electric Power Research Institute (EPRI) issued draft Areva report, 47-9145750-000, "Coordinated U.S. PWR Reactor Vessel Surveillance Program (DRAFT 2)" which provides a coordinated United States pressurized water reactor (PWR) reactor vessel surveillance program in compliance with 1 OCFR50 Appendix H and NUREG-1801, revision 2 (draft), "Generic Aging Lessons Learned (GALL) Report" (MLI 01 3201 04). This program recommends that capsules be removed from PINGP Units 1 and 2 once they reach a fluence equivalent to the 80-year reactor pressure vessel peak fluence (approximately 2020).

NSPM intends to follow the EPRI coordinated reactor vessel surveillance program and therefore withdraws the March 30, 201 0 (ML100900089) request for approval of a revised surveillance capsule withdrawal schedule.
