DOCKETED USNRC January 4, 2011 (11:00am)
OFFICE OF SECRETARY RULEMAKINGS AND ADJUDICATIONS STAFF PUBLIC SUBMISSION As of: January 04, 2011 Received: December 29, 2010 Status: PendingPost Tracking No. 80bc23c3 Comments Due: January 05, 2011 Submission Type: Web Docket: NRC-2010-0304 Nuclear Energy Institute - Fitness-for-Duty Programs Comment On: NRC-2010-0304-0001 Anthony R. Pietrangelo on Behalf of the Nuclear Energy Institute; Receipt of Petition for Rulemaking Document: NRC-2010-0304-DRAFT-0014 Comment on FR Doc # 2010-26715 Submitter Information Address: United States, General Comment Concerning the proposed change to the 10 CFR 26 guidelines, as described in Docket ID NRC-2010-0304-0001, I strongly disagree with relaxing the restrictions for nuclear shift workers. I am a current nuclear plant shift worker for 12 years, and have experienced navy nuclear rotating shift schedule, 8 hour9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
shifts and 12 hour1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
shifts. Much of the nuclear work force is an aging group. Weekly and sometimes daily changes to work hour changes is difficult to adjust to. It is difficult on ones circadian rhythm of sleep patterns as well as for mental clarity and attitude. I have seen the negative effects of shift work on families and abuse of alcohol to aid in getting to sleep. I have personally experienced working a dayshift workweek, working the following night (sometimes two) and having 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
from getting off that/those nights to being forced to work another dayshift. Moving from 8 hour9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
to 12 hour1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
shifts was desirable due to the built-in days off, but due to employee attrition from job changes, company changes and retirement half of the previously scheduled 'off' days no longer exist. Having interacted with contract personnel that travel between nuclear plant outages, this is a recurring theme among commercial facilities. I feel that relaxing the current 10 CFR part 26 restrictions would be a step backwards concerning nuclear safety for the public.
