Public Meeting with External Panelists on Safety Culture Policy Statement September 16, 2010 Meeting Summary On September 16, 2010, a teleconference was held with several of the safety culture external panelists from the February 2-4, 2010 workshop on safety culture. Roy Zimmerman, Dave Solorio, Diane Sieracki, Catherine Thompson, Jose Ibarra and Maria Schwartz from OE, Molly Keefe from NRR, and Mauri Lemoncelli from OGC, were in attendance. The safety culture external panelists from the February workshop and members of the public were on teleconference.
Roy Zimmerman opened the meeting by thanking the panelists for their participation and providing feedback and opinions on the proposed safety culture policy statement. He noted that the policy statement will be discussed at a Commission briefing on January 24, 2011.
Jose Ibarra reviewed the upcoming public meeting scheduled for September 28 in Las Vegas.
He discussed the agenda and noted that documents supporting the meeting would be emailed to the panelists and would also be available on the website. Details of the meeting, including how to view it on web streaming, or attending the meeting at the Rockville location, were discussed.
Ken Koves (INPO) discussed the results of the INPO validation study. Ken reviewed how the study was conducted and how the data was analyzed. The traits that emerged from the study were compared with the traits that were identified by the external panelists at the February 2010 workshop. Ken noted that there was a good correlation between the results of the INPO study and the February workshop. Val Barnes (RES) described the NRCs review of the INPO validation study. The purpose of discussing this new information was to provide advance notification of information that would be discussed in more detail at the upcoming September 28 public meeting. Office of Enforcement received preliminary reaction and feedback from the safety culture external panelists and members of the public regarding the potential usefulness and applicability of this information for incorporation into the efforts for developing the safety culture policy statement.
After a discussion on some details of the study, including issues such as the measurability of the traits, the strength of the correlations, and similarities and differences between the two lists of traits, and meeting was adjourned.
