INITIATION OF SECTION 106 PROCESS FOR THE LESLIE C. WILBUR NUCLEAR FACILITY ON THE CAMPUS OF WORCESTER POLYTECHNIC INSTITUTE IN WORCESTER, MASSACHUSETTS (Docket 050-00134)

Dear Ms. Simon:

In an application dated September 30, 2009, Worcester Polytechnic Institute (WPI) submitted a Decommissioning Plan (DP) to the U.S. Nuclear Regulatory Commission (NRC) for approval for its Leslie C. Wilbur Nuclear Reactor Facility (LCWNRF) on the campus of WPI in Worcester, Massachusetts. The LCWNRF is located in the Washburn Shops and Stoddard Laboratories Building. That building is located at the top of a small hill, surrounded by other academic buildings. The nearest dormitories are located more than 500 feet away in various compass directions. I have enclosed a map showing the location of the Washburn Shops and Stoddard Laboratories Building. I have also enclosed a photo of the Washburn Shops and Stoddard Laboratories Building. It appears from my research that this building is not on the list of National Register of Historic Places.

The decommissioning, as described in the WPI plan, is the decontamination decommissioning (DECON) option and will consist of a transfer of licensed radioactive equipment and material from the site and decontamination of the facility to meet the unrestricted release criteria provided in Title 10, Section 20.1402, Radiological Criteria for Unrestricted Use, of the Code of Federal Regulations (10 CFR 20.1402). The licensee will perform a Final Status Survey (FSS) to verify and document that the decommissioned areas and structures meet the requirements for release for unrestricted use. The licensee will then submit documentation of the satisfactory completion of its FSS to the NRC for review and acceptance. It is expected that most of the material removed from the site will consist of radioactive equipment and no structures are currently scheduled to be removed from the site. However, structural portions of the building and materials found to be radiologically contaminated and/or activated will be decontaminated, sectioned and removed, and processed, as necessary. As such, no buildings or structures will be removed from the facility as part of these decommissioning activities unless deemed necessary to meet the unrestricted release criteria.

Please submit any comments/information that you may have regarding the decommissioning activity for the LCWNRF. Based on the information contained in this letter, we will appreciate an expedited response within two weeks of the receipt of this letter to the US Nuclear Regulatory Commission, Attn: Mr. Paul Michalak, Mail Stop T-8F05, Washington, DC 20555.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
