ALNRC 00049, dated November 22, 2010 "Release of Information Withheld from Public Disclosure" References 1 and 2 notified the NRC of Union Electric.'Company's (d/b/a as Ameren Missouri) intent to file for an Early Site Permit (ESP) for the Callaway Site.
The purpose of this letter is to respond to RIS 2010-10 and to provide the Staff with additional information relative to the long termi plan for the Callaway Plant Site. As stated in Reference 2, Ameren Missouri anticipates, submitting an ESP application for the Callaway Site in the second half of 2011. Union Electric Company's (d/b/a'as Ameren Missouri) will be the applicant and license holder.
Ameren Missouri will establish a Plant Parameter Envelope (PPE) for the Callaway Site using the Guidance of NEI 10-01. The application will include a complete. and integrated emergency plan and no limited work authorization is contemplated.
Ameren Missouri will file. a triennial Integrated Resource Plan (IRP) with the State of Missouri in early 201 1. It is anticipated that this IRP will indicate that additional generation will be needed in the mid-2020 decade and that additional nucleatgeneration is among the top options being considered by Ameren Missouri, if a favorable rate structure is in place during the construction phase. The subsequent 2014 IRP, as well as the interests of the other electrical providers in the State of Missouri, will provide the basis for making decisions on the filing of a follow-on COLA~and its timing relative to the need for additional baseload generation.
