SUMMARY
OF DECEMBER 8, 2010, PRE-APPLICATION MEETING TO DISCUSS THE SPENT FUEL POOL CRITICALITY AND EXTENDED POWER UPRATE LICENSE AMENDMENT REQUESTS (TAC NOS. ME5043 AND ME5044)
On December 8,2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NSPM's pending license amendment request (LAR) concerning the spent fuel pool criticality (SFPC) at PINGP and its relation to the future extended power uprate (EPU) LAR. A notice for this meeting was issued on November 24, 2010, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML103260327. The licensee's presentation can be found at ADAMS Accession No. ML103430458.
The licensee's presentation to the NRC staff included a discussion of the licensing issues and the technical issues associated with the pending LARs. Licensing issues included background on the PINGP SFPC, the proposed scope of the amendment request, the submittal schedule, and the licensee's basis for submitting the two amendment requests concurrently. The licensee stated that they currently plan to submit the SPFC and EPU amendment requests in April of 2011. The technical portion of the meeting included a presentation of the methods to be used in the SFPC analysis.
The NRC staff queried the licensee throughout the presentation. The staff agreed to schedule a follow-up public meeting or teleconference with the licensee to further discuss the licensee's proposed concurrent submittal of the EPU and SFPC LARs. A portion of the meeting was closed to the public to allow discussion of vendor proprietary information.
