SUMMARY
OF THE DECEMBER 6, 2010, PUBLIC MEETING WITH THE INSTITUTE OF NUCLEAR POWER OPERATIONS TO DISCUSS ITEMS OF MUTUAL INTEREST On December 6, 2010, senior management of the U.S. Nuclear Regulatory Commission (NRC) met with senior management of the Institute of Nuclear Power Operations (INPO) at the INPO offices in Atlanta. This was the annual management meeting designed to exchange information and insights on their respective programs. A portion of the meeting was closed to the public to allow discussion of information proprietary to INPO. The agenda for the meeting is contained in the meeting notice dated November 18, 2010 (ADAMS Accession No. ML103210494). For your reference, a list of attendees is enclosed.
A summary of the meeting is provided below:
Safety Culture The NRC discussed the status of its safety culture policy statement and its desire to work with stakeholders to develop standard terminology. The NRC also discussed its activities related to the industrys safety culture initiative.
INPO described its programs that assess safety culture as part of nuclear power plant and corporate assessments. It also described the training and assistance it provides in this area.
INPO stated that it intends to revise its guidance on safety culture following the issuance of NRCs policy statement to align terminology; to the extent that it can since the policy statement covers other categories of NRC licensees.
INPO Training and Accreditation Status INPO provided an accreditation status of industry training programs. There was discussion that the industry is successfully implementing training programs in accordance with the regulations and that INPOs management of the accreditation process provides confidence that accreditation is an acceptable means of ensuring the training requirements contained in 10 CFR Part 50 are being met.
INPO also discussed its success in completing training courses for licensees senior management. INPO described the significant upgrades that were made to its training facility
J. Andersen including the use of new training delivery methods such as world-wide live video streaming and internet-based courses.
New Reactors NRC provided a brief status of the five 10 CFR Part 52 design centers: Westinghouse AP1000, Economic Simplified Boiling Water Reactor, Advanced Boiling Water Reactor, European Pressurized Water Reactor, and the U.S. Advanced Pressurized Water Reactor. It also noted the importance of continuing to share insights from the evaluation of construction and operating experience with INPO and the industry through generic communications as well as the quarterly INPO information exchanges.
INPO described its plans to develop a number of new guidance documents related to excellence in construction, owner oversight during construction, quality assurance and quality control for new construction, modular construction, and transition from construction to operations.
International Activities The NRC described its bilateral support for countries that are expanding nuclear programs, such as China and Taiwan. It also described agreements with countries such as France to exchange inspectors to promote global information sharing.
INPO described its programs to engage nuclear groups and provide bilateral assistance to several countries including the United Arab Emirates, Poland, Egypt, Spain, and China as well as taking information learned from these countries and applying it to their own programs. INPO also described a change in the World Association of Nuclear Operators membership structure which includes a shift in focus from countries to owner/operators.
Following these discussions, the NRC and INPO signed an updated memorandum of agreement (MOA) between the two organizations (ADAMS Accession No. ML103550544).
