SUBJECT:

RECOGNITION OF THE CONTRIBUTIONS OF DAVID SKEEN Since David Skeens rotation to the Office of Federal and State Materials and Environmental Management Programs (FSME) has come to an end, I wanted to take this time to let you know just how much of a contribution he made to our Division of Waste Management and Environmental Protection (DWMEP). His rotation began on June 21, 2010. During his rotation, his contributions were significant and he functioned as an important member of the Division management team. Dave was an extremely fast learner, and was quick to grasp the significance and the priorities of the issues within his Directorate. He did a fantastic job working with a new set of stakeholders, and was the calming influence in several potentially-volatile public forums. For example, he served as the senior manager during a controversial public meeting in Boise, Idaho, which had been requested by a stakeholder organization with concerns about a new enrichment facility.

He related well with the DWMEP staff and with the FSME management team. His staff experience in Commission offices helped him work effectively behind the scenes as several versions of the Part 61 (low-level waste) and waste blending Staffing Requirement Memoranda were being circulated. In our recent office retreat, he was an active contributor, sometimes drawing from his experiences in your office as part of our brainstorming on various issues and regulatory strategies.

In summary, FSME was delighted to have Dave be part of our team. He represented himself and your office in an exemplary manner. His rotation was a huge success from our perspective, and hopefully an enriching experience for him also. I believe the time he spent in FSME has broadened his management development significantly.
