SUMMARY
OF PUBLIC MEETING HELD DECEMBER 2, 2010, WHICH DISCUSSED A LICENSE AMENDMENT REQUEST TEMPLATE FOR NUCLEAR POWER PLANTS TRANSITIONING TO NATIONAL FIRE PROTECTION ASSOCIATION 805 On December 2, 2010, the U.S. Nuclear Regulatory Commission (NRC) held a Category 3 public meeting to discuss a license amendment request (LAR) Template, developed by the Nuclear Energy Institute (NEI), for nuclear power plants transitioning to a fire protection program based on the National Fire Protection Association Standard 805 (NFPA 805). During the discussion, the NRC staff provided preliminary feedback in the form of a handout on a revised draft LAR template. An attendance list is included in this summary as an enclosure.
Summary of Meeting The purpose of the meeting was to provide preliminary feedback on a revised draft of the NFPA 805 LAR Template. This meeting is part of a series of meetings designed to provide feedback to the NEI Writing Team on the LAR Template.
The meeting notice can be found under Agencywide Documents Access and Management System (ADAMS) accession number ML103230152. NEI provided a revised version of the LAR Template as a handout for the meeting (ML103510193). The NRC staff provided a meeting handout with tracked changes noting preliminary feedback on the revised LAR Template (ML103510224). The NRC staff reviewed and provided comments on the following LAR Template sections and attachments: 4.2.2, 4.4.1, 4.4.2, 4.5.1, 4.7.3, E, G, L, U, and V.

The NRC staffs comments on the LAR Template do not constitute NRC endorsement of the document. NEI document NEI 04-02, Guidance for Implementing a Risk-Informed, Performance-Based Fire Protection Program Under 10 CFR 50.48(c), contains the LAR Template as Appendix H. Revision 2 of NEI 04-02 was endorsed, with exceptions, by Regulatory Guide 1.205, Risk-Informed, Performance-Based Fire Protection for Existing Light-Water Nuclear Power Plants, Revision 1. If in the future NEI revises NEI 04-02 to include the updated LAR Template and submits it to the NRC for endorsement, the NRC staff will consider endorsement at that time. A licensees use of the LAR Template for a submittal to transition to NFPA 805, does not substitute for any portion of the NRC staffs safety review.
Members of the general public did not have any questions or comments during the meeting. No conclusions were made regarding these technical topics that were discussed. No agency or staff positions and no interpretation of regulations were made. No public comment feedback forms were received after the meeting.
