SUMMARY

OF SOUTH TEXAS PROJECT, UNITS 3 AND 4 COMBINED LICENSE APPLICATION CHEMICAL EFFECTS CALCULATIONS By letter dated September 24, 2008, STP Nuclear Operating Company (STPNOC) submitted South Texas Project (STP) Units 3 and 4 Combined License Application (COLA).

The staff audited the calculations for chemical effects in the suppression pool performed to support the Emergency Core Cooling System Suction Strainer Review for the STP COLA. The staff performed an audit of the calculations by reviewing the documents in STPs electronic reading room. A summary of the audit is enclosed.

SOUTH TEXAS PROJECT UNITS 3 AND 4 COLA CHEMICAL EFFECTS IN THE SUPPRESSION POOL CALCULATION AUDIT

SUMMARY

1. Background

The U.S. Nuclear Regulatory (NRC) staff issued requests for additional information (RAIs) as a part of its review of the South Texas Project (STP) Units 3 and 4 Combined License Application to ensure that STP has addressed the concerns in Generic Safety Issue 191 (GSI-191). RAIs 06.02.02-11, 06.02.02-29, and 06.06.02-30 requested STP provide additional information regarding potential chemical effects from aluminum, concrete, and inorganic (IOZ) zinc coatings exposed to the recirculating, post-accident coolant. To support the RAI responses, STP performed calculations to evaluate the potential dissolution of these materials and subsequent precipitation as solids that could affect head loss at suction strainers and/or downstream.

2. Regulatory Basis This regulatory audit is based on Title 10 of the Code of Federal Regulations (10 CFR) 50.46 and supported by Regulatory Guide 1.82 Revision 3.

4. Audit Results The staff reviewed the assumptions and input values for the applicants WCAP-16530-NP-A analysis and performed confirmatory calculations. The staff reviewed parameters such as surface area, mass, pH, temperature, and unit conversions. The review included aluminum, concrete, and zinc (from IOZ coatings), the three debris source materials identified in the RAIs listed above and analyzed by the applicant. For zinc, the staff also reviewed how the applicant converted a postulated mass of dissolved zinc to a mass of chemical debris, since this step is not performed for zinc in the WCAP-16530-NP-A spreadsheet. The staffs review and confirmatory calculations indicated that the applicants assumptions and input values were reasonable and the calculated debris quantities were consistent with the input values and calculation methodology.
