Zion Dry Fuel Storage Cask Requested Information Hi Paul Hope this email finds you well. I have been gathering information with regard to your question posed during the Zion Public Information Night on October 28. To recap, your question was what structural testing has been performed on the dry fuel storage casks that will be used at Zion.

The NRC requires all dry cask storage systems to resist floods, tornadoes, projectiles, temperature extremes, and other unusual scenarios. To that end, the NRC requires cask designers to submit a Safety Analysis Report documenting that the NRC criteria for a robust cask design are met. The NRC conducts a technical review of this report to ensure that the design is, indeed, safe for a broad range of scenarios.

To fully address your question, Im passing along where the NRC is in its licensing review of the Zion storage casks - ZionSolutions (the current license holder and responsible entity for the Zion Nuclear Power Station) has contracted with NAC International to use their newest dry cask storage design, the MAGNASTOR cask. The NRC has reviewed and approved the MAGNASTOR design and issued a Certificate of Compliance, essentially approving the cask for use. However, NAC International has submitted an amendment to include a broader scope of fuel characteristics. ZionSolutions needs to wait for this amendment to be approved by the NRC to use the MAGNASTOR cask because of the characteristics of the fuel at Zion. The NRC has not yet completed its review of the most recent structural evaluation and amendment request. It will be at least a year before this review is complete.

What I am passing along is the structural design and analysis information submitted to the NRC in the new amendment referenced above, which is currently being reviewed by the NRC.

Therefore, these documents have the potential to change due to questions the NRC poses as part of the review and approval process, which, like stated above, will be at least a year before being complete. Also, please look at FSAR Chapter 12, titled Accident Analyses.

Second, to address your specific concern related to aircraft impacts to the dry fuel storage cask

- the NRC has implemented a wide range of security enhancements to nuclear power plants and continues to assess possible risks and vulnerabilities, including a Security Assessment of dry cask storage. This assessment consisted of independent analyses that have concluded that the current regulations and requirements for the design of dry cask storage system to are adequate to protect the public. These analyses are not publicly available due to the sensitive security related information they contain so I cannot offer you any more detail.
