PALISADES NUCLEAR PLANT - NOTIFICATION OF NRC SUPPLEMENTAL INSPECTION AND REQUEST FOR INFORMATION
Dear Mr. Schwarz:
On November 23, 2010 and November 30, 2010, the Nuclear Regulatory Commission (NRC) will perform a supplemental inspection at the Palisades Nuclear Plant and Entergy Corporate Headquarters respectively. The inspection is being conducted to review and evaluate your completion of the required actions associated with the NRCs Confirmatory Order, EA-09-060.
In order to minimize the impact to your on-site resources and to ensure a productive inspection for both sides, we have enclosed a request for documents needed for the inspection. The documents identified are those the inspectors will need upon arrival at the respective sites. It is important that all of these documents are up to date and complete in order to minimize the number of additional documents requested during the inspection.

Gregory Hansen (630) 829-9610 Information Requested for the Inspection To assist the NRC inspector in conducting the supplemental inspection scheduled for the above dates, request the following information, in hard copy, be available at the entrance meetings on the respective inspection dates (November 23, 2010/November 30, 2010). The inspector understands some of the requested documents require special handling and will be available after the entrance meeting to ensure the appropriate protection and control of the documents.
If you have any questions regarding this information, please contact the inspectors as soon as possible.
A. Documents requested for the on-site inspection at Palisades Nuclear Plant are all documents associated with your implementation of a formal process, within the current Corrective Action Program (CAP), that ensures Safeguards and Security-Related information, which would otherwise not be contained in the CAP, is processed in an auditable manner, consistent with Entergys existing CAP (Action 2 of Confirmatory Order EA-09-060, dated November 10, 2009). The scope of the documents should include:
Entergy and Palisades Nuclear Plant procedures associated with the implementation of your Corrective Action Program.
All security related condition reports (CRs) and associated Corrective Action (CA) documents for the period from July 1, 2010 through November 22, 2010.
All CRs that required documentation of SGI, the CA documents associated with the CRs, and the uniquely identified and referenced safeguards documents associated with the CR(s) for the period from July 1, 2010 through November 22, 2010.
B. Documents requested for the on-site inspection at Entergy Corporate are all documents associated with your completion of the required actions as set forth in the NRCs Confirmatory Order EA-09-060, dated November 10, 2009. The scope of the documents should include:

Entergys publication to the Entergy fleet nuclear workforce, via Inside Entergy, of corrective actions set forth in Confirmatory Order EA-09-060, dated November 9, 2010.
Corporate procedures associated with the implementation of the Corrective Action Program (CAP) at Entergy nuclear power plants.
Corporate procedures associated with the protection and control of SGI.
Documentation of the completion of training by Entergy personnel with Safeguards access on the formal process, within the current Corrective Action Program (CAP), that ensures that Safeguards and Security-Related information, which would otherwise not be contained in the CAP, is processed in an auditable manner, consistent with Entergys existing CAP.
Documentation of the completion of training by Entergys nuclear workforce on the sensitivity and importance of providing complete and accurate information to the NRC, including copies of the training syllabus and course presentations.
Documentation of Entergy Nuclear Corporations assessment of its succession planning process with respect to how that process addresses unanticipated, short-term personnel losses in key positions, including any corrective actions developed and implemented, as appropriate.
Documentation of Entergy Nuclear Corporations completion of meetings with the Regional Administrators for the Regions I, III and IV in which Entergy shared and discussed the results of the safety culture workplace survey conducted at each Entergy nuclear plant, including copies of the presentations.
Documentation of the completion of a lessons-learned presentation to the Regional Utility Groups for the NRC Regions in which Entergy operates nuclear facilities, including copies of the presentations.
