The GAO Entrance Conference regarding the GAO Review of the NRC's Requirements for and Oversight of Buried ýPipes at Nuclear Power Plants..(GAO Job Code 361192) has been scheduled for Wednesday, May 19, 2010, at 1:00 PM in Conference Room 017D13. This' review was initiated by GAO after GAO's receipt, ofa letter from Congressmen Edward Markey, John Hall,' JohnAlder, and Peter Welch.

RE: GAO entrance on audit of NRC oversight of Buried Piping Rich, Since the Salem Unit 1 buried AFW piping issue may be of interest in this audit, it is worth mentioning that the Salem Unit 1 In-service Inspection has not been.closed yet. As such, I believe all information is pre-decisional and should not be released to the public.

As far as I know we will not be able to exit the inspection until approximately 6/4/10 at the earliest - depending upon PSEG providing the promised information..

Dear Mr. Borchardt:

The U.S. Government Accountability Office (GAO) is beginning a review of the Nuclear Regulatory Commission's (NRC) requirements for and oversight of buried pipes at nuclear power plants. GAO is beginning this work on the initiative of the Comptroller General. We initiated this work after receiving a letter from Congressman Edward Markey, Congressman John Hall, Congressman John Adler, and Congressman Peter Welch.'We will examine (1) the requirements NRC places on licensees for monitoring and inspecting buried pipes, (2) NRC's approach to enforcement of licensee compliance with buried pipe requirements and oversight of implementation of relevant industry initiatives, and (3) additional requirements, if any, that could help improve the safety and integrity of buried pipes at both currently operating and futureplants.

This review will be conducted under engagement code 361192. This work will begin immediately and will be performed by staff from our Natural Resources and Environment team.
