Dear Drew,
What is the NRCs process if a utiiltys application is incomplete or is withdrawn? Does the NRC allow the utility to refile at a later date? Are there penalties or time-consuming procedures involved if a utility refiles (for any reason)? Is the refile received without prejudice?
