OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 30, 2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND PACIFIC GAS AND ELECTRIC COMPANY CONCERNING REQUEST FOR ADDITIONAL INFORMATION RELATED TO THE DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION - SCOPING AND SCREENING The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Pacific Gas and Electric Company (PG&E) held a telephone conference call on September 30, 2010, to obtain clarification on the staffs request for additional information (DRAI) regarding the Diablo Canyon Nuclear Power Plant license renewal application (LRA).
By letters dated July 20 and August 9, 2010, the staff issued RAIs to PG&E regarding scoping and screening. By letters dated August 17 and September 7, 2010, PG&E provided responses to the RAIs. A previous conference call was held on August 31, 2010, in which the staff requested clarification on PG&Es response letter dated August 17, 2010. PG&E requested a telephone conference call for clarification on the staffs concerns related to the previous conference call. In addition, the staff requested a teleconference call for clarification on RAI response letter dated September 7, 2010. The telephone conference call was useful in clarifying the intent of the staffs RAIs and PG&Es responses. Enclosure 1 provides a listing of the participants. Enclosure 2 provides discussions on RAIs and responses for which clarification was requested. No changes to DRAIs were necessary as a result of this telephone conference call.

Scoping and Screening RAI 2.3.3.6-2 and 2.3.3.18-2 By letters dated August 17 and September 7, 2010, the applicant responded to RAIs 2.3.3.6-2 and 2.3.3.18-2, and provided a description of how seismic endpoints were established at various panels. The staff was unclear how the applicant designated the endpoints as base-mounted equipment.
Discussion:
PG&E agreed to supplement its responses to RAIs 2.3.3.6-2 and 2.3.3.18-2 to address how endpoints at base-mounted equipment were established.
RAI 2.3.3.7-3 By letter dated September 7, 2010, the applicant responded to RAI 2.3.3.7-3, and provided a description of the water traps, and indicated that there are not oil filters located in the turbine building. However, the staff was unclear about a component indicated as an oil filter on license renewal boundary drawing LR-DCPP-25-106725-50. The staff was also unclear if a failure of the described water traps could affect safety-related equipment.
Discussion:
PG&E agreed to supplement its response to RAI 2.3.3.7-3 to clarify the oil filter on the abov elicense renewal boundary drawing and provide clarification on whether failure of the water traps described above could affect safety-related equipment.
