Background:

The GALL Report states that [p]roper maintenance of protective coatings inside containment is essential to ensure operability of post-accident safety systems that rely on water recycled through the containment sump/drain system. In addition, the GALL Report states that the Protective Coating Monitoring and Maintenance Program is used to ensure the function of coated structures and components.

In the LRA under Aging Management Programs and Activities of Appendix B, Section B.1.29.2 Structures Monitoring, the applicant states, [s]ince protective coatings are not relied upon to manage the effects of aging for structures included in the Structures Monitoring Program, the program does not address protective coating monitoring and maintenance. Also, in Appendix B, Table B-2, the LRA states that the GALL Report AMP, XI.S8, Protective Coating Monitoring and Maintenance Program is not applicable to Pilgrim.

Issue:

Although the licensee does not credit the program for aging management, there needs to be adequate assurance that there is proper maintenance of the protective coatings in containment, such that they will not degrade and become a debris source that may challenge emergency core cooling system performance.

Request:

1. In Appendix B, on page B-10, line item XI.S8 states that the GALL Report program is not applicable to Pilgrim. Please justify why Protective Coating Monitoring and Maintenance Program does not apply to Pilgrim since degradation of protective coatings in containment can potentially become a debris source that challenges the safety function of the emergency core cooling system.
2. Since degradation of protective coatings in containment can potentially become a debris source, justify why protective coatings are not included in the scope of license renewal per 10 CFR 54.4(a)(2).
3. Explain how protective coatings in containment will be properly maintained so that they do not become a debris source during the period of extended operation.
