REPORT NOS. 05000244/2010008 AND 07200067/2010002, R.E. GINNA
NUCLEAR POWER PLANT, CONSTELLATION ENERGY, ONTARIO, NEW
YORK
Dear Mr. Carlin:
On September 3, 2010, the NRC completed an inspection of the R.E. Ginna Nuclear Power
Plant Independent Spent Fuel Storage Installation (ISFSI) pre-operational activities and initial
loading of spent fuel into the ISFSI facility. The inspection period began July 19, 2010. The
findings were discussed with you and members of your staff during a preliminary exit meeting on
August 27, 2010. At the preliminary exit meeting you were informed the inspection would remain
open until the initial dry shielded canister (DSC) was successfully stored at the ISFSI pad. This
was accomplished on September 2, 2010. A final exit meeting was conducted, via telephone,
on September 3, 2010, with Brian Flynn, ISFSI Project Manager. The enclosed report presents
the results of this inspection.
The inspection examined activities associated with the preparation, movement and placement of
spent fuel from the spent fuel pool into the ISFSI facility. The inspectors reviewed selected
procedures and records, observed activities, and interviewed personnel.
Based on the results of this inspection, no findings were identified.
In accordance with 10 CFR Part 2.390 of the NRCs "Rules of Practice," a copy of this letter, its
enclosure, and your response (if any) will be available electronically for public inspection in the
NRC Public Document Room or from the Publicly Available Records component of the NRCs
document system (ADAMS). ADAMS is accessible from the NRC Web Site at
