FPL. 10 CFR §50.71(e)L-2010-212 POWERING TODAY.EMPOWERING TOMORROW.

September 21, 2010 U. S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D.C. 20555 Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Updated Final Safety Analysis Report -Unit 4 Cycle 24 Update -Resubmission

Reference:

FPL Letter L-2010-112 dated June 4, 2010, Updated Final Safety Analysis Report -Unit 4 Cycle 24 Update Florida Power and Light Company (FPL) completed the Unit 4 Cycle 24 (4C24) Update of the Turkey Point Units 3 and 4 Updated Final Safety Analysis Report (UFSAR) and submitted it in the above reference.

Subsequently, FPL was notified that a few of the electronic files did not meet NRC standards.

This letter resubmits the entire update to address the identified deficiencies.

The enclosed CD-ROM accurately reflects plant changes made since the previous update (Unit 4 Cycle 23). This update incorporates changes completed between May 11, 2008 and December 4, 2009.Miscellaneous user comments obtained during this time period have also been incorporated.

The Turkey Point UFSAR is maintained as an electronic "living" document.

Changes are made as they meet appropriate incorporation requirements enhancing our ability to maintain the Turkey Point licensing basis current. This UFSAR update is a snapshot of our continually revised UFSAR. Accordingly, Turkey Point identifies periodic UFSAR updates required by 10 CFR 50.71 (e) as Unit 4 cycle-specific updates, consistent with our existing UFSAR update commitment linked to completion of each Unit 4 refueling outage (10 CFR 50.71(e)(4) exemption dated July 16, 1998). Revised pages are annotated in the lower right corner by dates ranging throughout the update period, based on the date the changes on each page were incorporated.

The cycle designator (C24) is provided with the revision bar to identify changed portions.A single CD-ROM containing this document is submitted in lieu of hard copies, consistent with previous UFSAR updates (last submitted on November 11, 2008 and resubmitted on July 29, 2009). This UFSAR supersedes all previous copies of the document.

Referenced drawings are included on the CD-ROM.A total of one (1) CD-ROM is included in this submission.

The CD-ROM is labeled "Turkey Point UFSAR 4C24." The enclosed Turkey Point UFSAR CD-ROM contains files in the PDF Normal format. The included drawings are in a mixture of PDF Normal and Scanned Image PDF.File counts are as follows: 22 UFSAR Files (includes Start file), publicly available 11 Drawing Files, publicly available The FSAR Data files are itemized as follows: LOEP.pdf 126KB AOS3 (Ui¢ Z an FPL Group company L-2010-212 Turkey Point Nuclear Plant FSAR Update Unit 4 Cycle 24 Page 2 of 2 001CHAPTER 1 .pdf 1791 KB 002CHAPTER_2.pdf 20852 KB 003CHAPTER_3.pdf 27462 KB 004CHAPTER_4.pdf 2295 KB 005CHAPTER_5.pdf 4726 KB 006CHAPTER_6.pdf 6848 KB 007CHAPTER_7.pdf 3826 KB 008CHAPTER_8.pdf 6666 KB 009CHAPTER_9.pdf 3536 KB 010CHAPTER_10.pdf 501 KB 011CHAPTER_1 .pdf 2210 KB 012CHAPTER_12.pdf 60 KB 013CHAPTER_13.pdf 18 KB 014CHAPTER-14.pdf 21398 KB 015CHAPT14AG.pdf 835 KB 016CHAPTER_
