Dear Sir or Madam:

By letter dated September 23, 2010, the Nuclear Regulatory Commission (NRC) advised Entergy Operations, Inc. (Entergy) of three alleged violations related to River Bend Station decommissioning financial assurance. This letter offered Entergy an opportunity to either respond to the apparent violations within 30 days of the date of the letter or request a Pre-decisional Enforcement Conference. This letter confirms that on October 1, 2010, Mr. Bryan Ford, Senior Manger Nuclear Safety and Licensing, contacted Mr. Thomas Blount by phone and requested a Pre-decisional Enforcement Conference.

Entergy requests the Pre-decisional Enforcement Conference to present additional information for NRC to consider. In particular, Entergy believes that the March 30, 2009 submittal was complete and accurate at the time of submittal.

Nevertheless, Entergy continues to pursue the proposed plan to address River Bend Station decommissioning funding. Entergy has reached agreement in its Louisiana jurisdiction and a tentative agreement in its Texas jurisdiction to adjust regulated decommissioning collections in the regulated rates for River Bend Station to provide adequate decommissioning funding assurance.
