SUMMARY
OF OCTOBER 7,2010, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA) REGARDING NEW FUEL TRANSITION AT SEOUOYAH NUCLEAR PLANT, UNITS 1 AND 2 On October 7,2010, a Category 1 public meeting was held between Nuclear Regulatory Commission (NRC) staff and representatives of TVA (the licensee). The purpose of the meeting was to discuss the proposed fuel transition from existing AREVA-MARK BW fuel to new AREVA High Thermal Performance fuel for Sequoyah Nuclear Plant, Units 1 and 2 (SON). The enclosure contains a list of attendees. The licensee's presentation slides may be accessed from the NRC Agencywide Documents Access and Management System, Accession No. ML102850311.
Highlights from the Meeting TVA provided an overview of the new fuel transition, and addressed the following:
o Comparison of SON fuel designs o Operating experience o Analytical methodology o License amendment submittal o Schedule TVA plans to submit the license amendment request (LAR) in the early part of next year.
The NRC staff asked TVA to provide detailed technical information in the LAR regarding design change process from EMF-92-116(P)(A), Generic Mechanical Design criteria for PWR [Pressurized Water Reactor] Fuel Designs.
TVA stated that they will use the same analysis approach as used for the Calvert Cliffs fuel transition. The NRC staff recommended that TVA may consider looking into the analytical approach used in application for Prairie Island Nuclear Generating Plant, dated June 26, 2008 (Agencywide Documents Access and Management System Accession No. ML081820137). The NRC staff indicated that the LAR should address any unique aspects of the SON approach.
