Deletion of License Renewal Commitment Pertaining to the Fracture Mechanics Evaluation of Pressurizer Lower Shell, Small-Bore Instrument Nozzle J-weld Region The purpose of this letter is to delete a commitment made by the Omaha Public Power District (OPPD) in Reference 3. The commitment was to submit a license amendment request (LAR) before the period of extended operation. The LAR was to contain a fracture mechanics evaluation of the small-bore instrument nozzle j-weld region at the repaired instrument nozzle in the side of the pressurizer lower shell.

The commitment arose as a result of the identification by the NRC (Reference 2) of the need for a time-limited aging analysis (TLM) concerning repair of an Alloy 600 weld on temperature element TE-108. The commitment is also discussed in References 4 and

5. The basis for deleting this commitment is that the weld in question no .longer exists Employment with Equal Opportunity

U. S. Nuclear Regulatory Commission LIC-1 0-0083 Page 2 as the pressurizer was replaced during the 2006 refueling outage. The replacement pressurizer has nozzles fabricated with stainless steel welds with no TLAA concerns.
