Incorporation of RAIs and Comments from TR-5 License Renewal into FSAR Docket No. 50-184

Dear Mr. Kennedy,

The NIST Center for Neutron Research (NCNR) reactor (NBSR) received a 20-year renewal of its operating license TR-5 on July 2, 2009. Requests for Additional Information (RAI) by the NRC and the Advisory Committee on Reactor Safeguards (ACRS) during the review of the application and the responses to those RAIs resulted in modification of the information contained in the original Safety Analysis Report (SAR) submitted in April 2004. This letter is to inform you that all RAI responses affecting the 2004 submittal have been fully incorporated into an updated Final Safety Analysis Report (FSAR) by the NCNR. We recognize that this action is not required by regulations; however, a commitment (verbal and written) was made to the NRC and the ACRS to modify the 2004 renewal application SAR as necessary to assure the changes to the SAR were completed.

At this time, the NCNR considers the only up-to-dateversion' of the FSAR to bethe electronic copy maintained on the NCNR network. The NCNR intends to continue updating the FSAR as necessary over the 20-year license duration and will only maintain the updated FSAR in an electronic format. An electronic copy of the current revision of the FSAR will be'provided to the NRC with the annual report or, if required, for operator licensing examinations.
