Corrected Replacement TS Proposed, Typed Page 2.3-2 for Surry DNB/COLR LAR

Karen, By letter dated October 16, 2009 (Serial No.09-581), Dominion requested amendments, in the form of changes to the Technical Specifications (TS), to Facility Operating License Numbers DPR-32 and DPR-37 for Surry Power Station Units 1 and 2, respectively. The proposed changes included the relocation of specific core operating limits (e.g.,

reactor core safety limits, Overtemperature T and Overpower T setpoints, and Departure from Nucleate Boiling (DNB) parameter limits) currently contained in the TS to the Core Operating Limits Report (COLR), and added two COLR references. Dominion recently identified that the typed, proposed TS page 2.3-3 differed from the marked-up proposed TS page 2.3-3 in one location. Specifically, the proposed typed TS page included the following term:

[*] / °F for decreasing Tavg. The actual term should be written as: [*] / °F for increasing Tavg. The term is correctly stated in the marked-up TS page provided in the October 16, 2009 submittal. Please replace the proposed, typed TS page 2.3-3 provided in the October 16, 2009 submittal with the revised TS page 2.3-3 attached. Also attached is a mark-up page to more clearly show you what changed.
