SURRY POWER STATION UNITS 1 AND 2 REVISED REACTOR VESSEL MATERIALS SURVEILLANCE CAPSULE WIITHDRAWAL SCHEDULES - UFSAR CHANGE By letter dated October 26, 2009 (Serial No.09-507), Dominion requested NRC review and approval of the proposed reactor vessel material surveillance capsule withdrawal schedules for Surry Units 1 and 2 in accordance with 10 CFR 50, Appendix H, Section III.B.3.

The proposed schedules were developed to accommodate the 60-year license period for Surry Power Station Units 1 and 2 and to satisfy the requirements and guidance of ASTM E-185-82, "Standard Practice for Conducting Surveillance Tests for Light-Water Cooled Nuclear Power Reactor Vessels," dated July 1, 1982.

In subsequent discussions with the NRC Surry Project Manager and the technical review staff, the NRC requested that Dominion ensure that any surveillance capsules removed from the Surry Units 1 and 2 reactor pressure vessels, without the intent to test them, be maintained in a condition that would permit their future use, if necessary.

They also requested that this information be included in the Surry Units 1 and 2 Updated Final Safety Analysis Report (UFSAR).

It is Dominion's opinion that 10 CFR Part 50 Appendix H, as well as ASTM E-185-82, are silent on storage requirements for standby (untested) irradiated surveillance capsules not used to demonstrate compliance with ASTM E-185-82.

However, Dominion and the NRC agreed to include the following proposed wording, which is the same wording previously included in the North Anna Units 1 and 2 UFSAR, into the Surry UFSAR Section 4.1.7:

"Irradiated surveillance capsules which do not require testing to satisfy ASTM E-185 are designated as standby capsules. There currently is no detailed regulatory guidance regarding the treatment of standby capsules that are removed but not tested.

To address this concern, all surveillance capsules placed in storage will be maintained for possible future insertion.

If one or more capsules will not be maintained in such a way as to permit future insertion, then the NRC staff will be notified of this change."

Serial Number 09-507A Docket Nos. 50-280/281 Page 2 of 3 Also, one editorial change is being made to the UFSAR Table 4.1-13 for Surry Unit 2 that was provided in the October 26,2009 submittal. Table 4.1-13 footnote "d" is being revised for consistency with the footnote d in Unit 1 Table 4.1-12 (also included in the October 26, 2009 submittal) by adding the word "Standby" at the beginning of the footnote to appropriately identify the capsules as standby capsules.

The revised Table 4.1-13 is attached with the change indicated by a revision bar in the left-hand margin.

b. 48.0 EFPY corresponds to the estimated cumulative core burnup at the end of the 50-year license period. Fluence values for withdrawn capsules are obtained from capsule test reports.

d. Standby capsules T and Z are available to satisfy potential fluence monitoring requirements during the 20-year license renewal period.
