NORTHERN STATES POWER COMPANYS THIRD SUPPLEMENTAL DISCLOSURES REGARDING SAFETY CULTURE CONTENTION Pursuant to 10 C.F.R. § 2.336(a), Northern States Power Company - a Minnesota Corporation (NSPM) hereby supplements its initial disclosures regarding the Prairie Island Indian Communitys (PIIC) safety culture contention as follows. A description by category and location of relevant, non-privileged documents and data compilations that have been identified as subsequently developed or obtained is provided in Attachment 1. Arrangements for reviewing these documents at the Prairie Island Nuclear Generating Plant Training Center can be made by contacting Mr. Eugene Eckholt at 651-388-1121 ext. 4137. I am providing this certification in support of the disclosures of Northern States Power Company ~ a Mirmesota Corporation ("NSPM") in the license renewal proceeding for the Prairie Island Nuclear Generating Plant, Units 1 and 2. I am the Business and Strategic Plmming Manager and am authorized to provide this celiification.

To the best of my knowledge and belief, NSPM's third supplemental disclosures regarding the Prairie Island Indian Community's safety culture contention in this proceeding contain all materials required to be disclosed by 10 C.F.R. § 2.336(d), as modified by the Atomic Safety and Licensing Board's May 13,2010 and June 10,2010 Orders, that NSPM has identified to date as relevant through a search of the information and documentation reasonably available to and under the possession, custody and control of NSPM.

Further, to the best of my knowledge, information and belief, and based on the review of information and documentation reasonably available to and under the possession, custody and control ofNSPM, these third supplemental disclosures are accurate and complete as of this date.
