SUMMARY
OF JULY 21,2010, PRE-APPLICATION MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC., TO DISCUSS A FORTHCOMING PALISADES SPENT FUEL POOL SUBMITTAL (TAC NO. ME4111)
On July 21, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Nuclear Operations, Inc. (ENO), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a forthcoming spent fuel pool (SFP) submittal at Palisades Nuclear Plant. A list of attendees is provided as Enclosure 1.
Prior to the meeting, the licensee had submitted the slides for their presentation entitled "Palisades - NRC Pre-submittal meeting" dated July 21, 2010 (Agencywide Documents Access and Management System Accession No. ML102020633). During the meeting, the licensee's presentation provided overview of the SFP issue at Palisades. The licensee discussed with the NRC staff, the historical status, future plans, and the proposed timeline for future actions regarding SFP at Palisades.
The licensee plans to submit the license amendment request by early next year and request an approval within 12 months of the submittal. They plan to implement the permanent Technical Specifications for the SFP prior to the next refueling outage. The licensee also mentioned that they do not plan to take any credit for Carborundum in the analysis. The NRC staff found the licensee future actions to be reasonable, however, they also recommended to the licensee to have contingency plans in place until meeting the SFP regulatory requirements. The licensee adequately responded to the staff questions and provided the necessary information and clarifications. There was also general consensus to conduct additional meetings or teleconferences as needed.
