NRC OFFICE OF INVESTIGATIONS REPORT NO. 3-2009-020

Dear Mr. OConnor:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) to determine whether a contract Quality Assurance Inspector at the Monticello Nuclear Generating Plant was discriminated against by management for reporting safety concerns. Based on the evidence developed during the investigation, we did not substantiate the allegation. The synopsis from the OI report of investigation is enclosed.

SYNOPSIS This investigation was initiated on April 8, 2009, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether a contract Quality Assurance Inspector at the Monticello Nuclear Plant was discriminated against by management for reporting safety concerns.

Based upon the evidence developed, this investigation did not substantiate the allegation that a contract Quality Assurance Inspector at the Monticello Nuclear Plant was discriminated against by management for reporting safety concerns.
