- Jonathan, I see that I have your email, so I will gladly explain further the OE that I had mentioned in todays conference call.
First, please reference DC_COOK_Submittal.pdf, with the cover letter dated June 27, 2007. Please notice that certain surveillance requirements, such as SR 3.8.1.8 (page 14 of 39) distinguish between steady state and transient frequency and voltage limits. On a fundamental level, I see a parallel between this approach and the potential Owners Group proposal of basing the state limits upon manufacturers tolerances of the governor and voltage regulator, while maintaining current transient limits, which meet RG1.9 requirements.
Second, please reference DC_COOK_1_ROUND_RAI.pdf, with the cover letter dated April 28, 2008. In NRC Question (6) (page 8 of 9), the staff requests that a calculation be provided to demonstrate that the transient voltage value, 3740V (or, -10%) is adequate immediately following the allowable transient timeframe (10 seconds). This RAI implies that the Staff would not consider it acceptable to consider voltage to be at the steady state value of 3910V (or, -5%) at the instant of 10+ seconds.
As a result, DC Cook changed the wording in their Surveillance Requirements to eliminate the two value approach. Please read Indiana Michigan Power Companys (I&M) response to NRC Question 6, and review the changes made in DC_COOK_Supplement 1.pdf.
Thus, the concern/question that I have for the Staff is whether or not the Staff would require an analysis to be performed to demonstrate that voltage and diesel generator loading (primarily considering frequency tolerance) is sufficient at the instant following the transient period of time? If so, could this concern be successfully resolved with the Owners Groups desire to introduce steady state frequency and voltage limits based upon equipment tolerances that are tighter than the transient limits? I see this as an important issue, since it appears that this is precisely one of the goals of the Owners Group: to eliminate the requirement for an analysis demonstrating adequate diesel generator margin at the current transient voltage and frequency limits.
