- 1.
Purpose The purpose of Task 10 of the High Energy Line Break (HELB) Reconstitution Program as defined in Design Input (DI) 1 is to determine the pressure responses in the Primary Auxiliary Building and the Turbine Building of the Point Beach Nuclear Power Plant using the appropriate mass and energy releases for the limiting HELBs defined in Task 6 (DI 2). The M&E data to be used was determined under Task 7 and is documented in DI 3. In addition, the data documented in DI 5 was used for one of the HELBs. The analyses are performed using the GOTHIC base case models developed under Task 9 and documented in DI 4.

Design Input The Design Input (DI) used in this analysis consists of the following:
- 1. AES Project Plan PBNP-994-21-01 "Project Plan for HELB Reconstitution Program" December 18, 2007.
& Crack Size/Location Selection".
- 3. AES Calculation PBNP-994-21-07 Rev. 0, "HELB Task 07 - Mass & Energy Releases for Pressure Limiting Cases".
- 5. Point Beach Calculation 2008-12355 Rev. 0, "Mass and Energy Calculation for High Energy Line Break in 3" Steam Line within CCW HX Room".
- 3.
Assumptions
- 1. No credit is taken for isolation of the break/crack flow during the short period of duration until the peak pressure has been reached for these pressure limiting cases.
- 2. The exact location of the breaks within the compartments is not a significant factor, because the volumes associated with them are relatively large. The bottom elevation of the break is assumed to be at the elevation of the volume mid-plane. The break height is assumed to be 0.1 ft.
- 3. In cases where breaks are located in a room that is represented by more than a single lumped volume in the GOTHIC model or located within more than one room, the break is placed in the limiting volume or room.

- 4. The modeling of the doors and openings within the PAB is the same as in the DI 4 base case.
- 5. Metal wall panels blow open at 0.5 psi.
- 4.
Acceptance Criteria There are no acceptance criteria associated with the analyses documented in this calculation.
- 5.
Software The version of GOTHIC Version 7.2a(QA) (Reference 1) as provided to AES by FP&L Energy was used for the these analyses.
- 6.
Methodology The methodology consisted of the following steps:
- 1. The limiting pressure cases defined in DI 3 were reviewed to determine the case list.
- 2. The GTH file for the base case models documented in DI 4 which are steady state cases were modified by incorporating the appropriate M&E data from DI 3 and 5 via the boundary HELB condition which was tripped on after the 1 second initialization.
- 3. Also, the HELB path which is between the HELB boundary condition and the volume in which the HELB is located was changed in the GTH file as needed. This change consisted of using the replace flow path option and moving the Volume A connection to the volume that represents the room where the HELB is located. Also, the elevation for that connection was changed to the mid elevation of that volume based on Assumption 2.
- 4. The GTH files for these cases are identified from their names in the following manner:
PB-PAB-XXX P where XXX is the room designation of the break location.
- 5. The end times of these cases (10 sec) were set sufficiently large, so that the peak pressure is achieved in all the volumes that see the effects of the HELB.
- 6. Attachment A documents the specific changes made to the base case for each of the cases that were run.
- 7. Note that the DI 4 base case incorporates modeling of the Blow Out Panels (BOP) that have a significant impact on the pressures.

Analysis Based on a review of the pressure limiting cases identified in DI rooms were not analyzed.
3, HELBs in the following Room 524 - Room 596 is more limiting, since its volume is smaller.
Room 583 - Room 301 is assumed to encompass this room.
Rooms 224 and 122 - These rooms have large opens into the Turbine Building and the HELB M&E is relatively small.
Rooms 147, 146, 137, 144, and 145 - The HELB in these rooms is relatively small and does not present a challenge for a limiting pressure response, so the one in Room 140 was chosen as a typical case.
Room 360 - This room is not part of the PAB and therefore is excluded from this analysis.
Room 238 - The HELB in this room is bounded by the one in Room 271.
Room 273 - The HELB in this room is bounded by the one in Room 272.
Note that based on DI 5 of DI 4 there are three different HELBs within three vertical zones that must be considered in the facades. However, the HELB is identical in both facades in each of the zones.
The following table presents the summary of the results of the pressure limiting cases that were run. The maximum pressures in this table are for all of the volumes. The distributions of the maximum pressures for all volumes for these cases are shown in Attachment B.

Date: 11/12/2008 It should be noted the maximum pressures for the last two cases do not occur in the room where the HELB is located, since the HELB M&E is relatively small. These listed maximums reflect the fact that the base case model has a slight pressure increase during the problem run time period as noted for the base case results documented in DI 4. Also it should be noted that the maximum pressures for some of the volumes listed in Attachment B occur at t
= 0.0 for some cases. This fact indicates a slight downward drift in the pressures for those volumes which are unaffected by the HELB and is a consequence that it is impossible to achieve perfect steady state conditions with the numerical algorithms used by the code for the transient-solutions. This fact was noted for the base case results documented in DI 4.
Also the maximums for some of the volumes occur at the problem end time of 10 sec.,
however -these volumes are not limiting and are -not of concern.

Conclusions The analyses of the pressure limiting cases for the PB PAB are documented in this calculation, and the distributions of the maximum pressures for all the cases are contained in the tables in Attachment B. These results can be used to evaluate structural integrity within these buildings.

[EI Date: 11/12/2008 Attachment B Maximum Pressure Distribution Results This attachment contains the tables of the maximum pressures for each of the volumes (cells) for the six cases that were run as identified in Section 7. The volume (ft3) along with the maximum pressure (psia) and time of occurrence (sec) are Included for each of the volumes in the models. The first set of cell numbers in these tables shows the numerical sequence of the cells (volumes and sub-volumes for subdivided volumes) in which GOTHIC processes the calculations, and the second set shows the cell number within the volumes and subdivided volumes. Refer to Section 10.2 of Reference 1. The -results-as obtained from the max-press.txt files generated by GOTHIC as described in DI 4 have been reordered from the highest to lowest maximum pressure and the times of the maximums are given to the nearest hundredth of a sec.

1.0 CONCLUSION
The PBNP HELB Reconstitution Report [Ref 3.1] identified areas of concern associated with a high energy line break. AES (Automated Engineering Services Corp.) had concluded that only breaks listed in reference 3.2 and provided as Attachments A and B, needed to be evaluated because the other system breaks were bounded by the original calculations. Areas/Rooms evaluated and associated maximum pressures are shown in Attachments A and B. Conclusions are shown in the calculation section (section 13) and are not repeated here. For the pressures and rooms identified it is concluded that the structure would safely limit any damage to the integrity of the structure as a whole.
2.0 PURPOSE The Point Beach FSAR Appendix A.2 [Reference 3.4] identified some of the systems and breaks that would be a part of the High Energy Line Breaks (HELB) but the lists and analysis was deemed incomplete and a new study and analysis made. The results of that study concluded that only the breaks shown in Attachments A and B had not been investigated and included in the FSAR. It is now necessary to determine if these HELB pressures create a structural failure that prevents a safe shut down of the plant.

6.0 METHODOLOGY The loads and locations identified in Attachments A and B are compared against the design calculations for the area identified. It will then be determined by reviewing the existing design criteria and calculations whether the existing design enveloped the HELB parameters or whether new calculations are required.
7.0 CONFIRMATION REQUIRED None 8.0 COMPUTER CODE IDENTIFICATION N/A 9.0 CALCULATION In Attachments A and B, room 596, which also represents room 524, is identified as an area needing evaluation for a 0.561 psig increase in room pressure caused by HELB. This area is called the Containment Facade and has outside walls that are covered by metal wall panels attached to the structural steel with some wall and roof areas. The inner walls are the containment structure and are designed for pressures many times that currently being addressed. The metal wall panels are considered to blow-off at approximately 0.5 psig. Justification can be found on page 2 of ref 3.7 where it was determined that the clips holding the siding will start to fail at between 53 and 64 psf. This equates to a force of 64psf/144in/ft2 =
0.44 psi. References 3.7, 3.8 & 3.9 go on to qualify the steel for 0.5 psi and for

PAGE # 8 the higher tornado loads associated with 360 mph considering that 1/3 of the siding had failed and blown away.
In Attachments A and B, room 301, which also represents room 583, is identified as an area needing evaluation for a 0.609 psig increase in room pressure caused by HELB. This area is called the Turbine Building which is also enclosed by metal wall panel attached to the structural steel with some wall and roof areas normally open to the atmosphere. No vent path credit has been taken for these openings. The metal wall panels start failing at approximately 0.24 psig. Page 8 of ref 3.23 indicates this conclusion. Building pressure will be limited to 0.24 psig due to the failure of the metal wall panels. References 3.10, 3.11, 3.13, 3.14, 3.15, 3.16 & 3.17 qualify the framing steel for greater pressures than 0.24 psig on the building frame. Within these reference calculations the.adjacent Auxiliary building wall was also shown to be acceptable for the 0.24 psig.
In Attachments A and-B, rooms 271 and 272-are identified as an area needing-evaluation for a 0.104 psig maximum increase in room pressure caused by HELB. Room 271 and room 272 is evaluated for break which will blow off the metal wall panels attached to the structural steel when the pressure exceeded 0.469 psig. This evaluation can be found in reference 3.18 and in the evaluation it was decided that doors 194 and 191 be modified to permit venting of HELB breaks into the facade area to alleviate the pressure (page 49 of reference).The pressure expected is only 22% of what would cause the panels to start to fail and therefore is considered acceptable.
In Attachments A and B, room 237 needs evaluation for a 0.462 psig maximum increase in room pressure caused by HELB event. Room 237 was evaluated for 0.5 psig and found acceptable by calculation. See reference 3.24.
In Attachments A and B, room 140 which also represents rooms 147, 146, 137, 144, and 145 -The HELB pressure needs evaluation for a 0.135 psig increase in room pressure caused by HELB. The walls, floor and roofs of these rooms are concrete and can resists the small 20 psf load which would be applied by the HELB. Because of the above reason, for this HELB event this area is found to be acceptable.

Analysis Based on a review of the pressure limiting cases identified in DI rooms were not analyzed.
