JPM# Dyn LOD Explanation U/E/S (D/S) (1-5) IC Cues Critical Scope Over- Job- Minutia (See below for instructions)

Focus Steps (N/B) lap Link RO (A1) S 3 S GJPM-OPS-ADMR91 - This one requires the use of the simulator to complete it. This may conflict with the schedule on Monday. Will review this during validation week.

Will review and discuss during validation week.

Reviewed during validation week, concerns resolved.

RO (A2) S 3 S GJPM-OPS-ADMR92 RO (A3) S 3 S GJPM-OPS-ADMR93 RO (A4) S 3 S GJPM-OPS-ADMR94 SRO (A5) S 3 E GJPM-OPS-ADMS95 - Page 6 of 11 - it is a critical task as stated to establish an hourly fire watch.

S However, the note says that a continuous fire watch could be set and meet the requirement, but it is preferential based on Ops policy to choose the hourly watch. If an applicant chooses the continuous fire watch option, doesnt he/she still meet the requirement (meets critical step)?

Will revise to allow for use of both acceptable answers.

Revised, it is satisfactory.

SRO (A6) S 3 E GJPM-OPS-ADMS96 - In Attachment IV of procedure 01-S-18-6, it lists Severe Thunder Storm as S one of the contributors to the Plant Safety Index. Is this for a Severe Thunderstorm Warning, or Severe Thunderstorm Watch, or there is an actual severe thunderstorm over the plant? Warnings are more significant, but the procedure attachment isnt clear. Unless there is some evidence that they train them to interpret this as a Warning that elevates the PSI, there could be errors on this due to the procedure text, not the applicants ability to use the correct procedures.

Thunderstorm watches happen frequently onsite, so it is understood among personnel that issuance of a thunderstorm warning would equate to the Severe Thunder Storm classification. Will make changes to ensure the JPM is consistent with their procedures.

Reviewed revisions during validation week, JPM is satisfactory.

SRO (A7) S 3 S GJPM-OPS-ADMS97 SRO (A8) S 3 E GJPM-OPS-ADMS88 - Editorial - Reference is Section 6.1.6k of procedure 10-S-01-1(Rev. 119), vice S Section 6.1.4k.

Will the applicant have the tools available to determine which sectors this affects with the wind direction (in degrees)? This isnt shown in the two referenced procedures. Applicant will need zone maps in provided information.

Editorial will be addressed. Keyed maps will be provided, and are referenced in the JPM. JPM is Satisfactory.

SRO (A9) S 3 S GJPM-OPS-EAL27 Instructions for Completing Matrix This form is not contained in or required by NUREG-1021. Utilities are not required or encouraged to use it. The purpose of this form is to enhance regional consistency in reviewing operating tests. Additional information on these areas may be found in Examination Good Practices Appendix D. Check or mark any item(s) requiring comment and explain the issue in the space provided.

1. Determine whether the task is dynamic (D) or static (S). A dynamic task is one that involves continuous monitoring and response to varying parameters. A static task is 0 Page 1 of 8 OBDI 202 - IOLE Process

basically a system reconfiguration or realignment.

2. Determine level of difficulty (LOD) using established 1-5 rating scale. Levels 1 and 5 represent inappropriate (low or high) discriminatory level for the license being tested.
3. Check the appropriate box when an attribute weakness is identified:
  • The initiating cue is not sufficiently clear to ensure the operator understands the task and how to begin.
  • The JPM does not contain sufficient cues that are objective (not leading).
  • All critical steps (elements) have not been properly identified.
  • Scope of the task is either too narrow (N) or too broad (B).
  • Excessive overlap with other part of operating test or written examination.
4. Check the appropriate box when a job content error is identified:
  • Topics not linked to job content (e.g., disguised task, not required in real job).
  • Task is trivial and without safety significance.
5. Based on the reviewer=s judgment, is the JPM as written (U)nacceptable (requiring repair or replacement), in need of (E)ditorial enhancement, or (S)atisfactory?
6. Provide a brief description of any U or E rating in the explanation column.
7. Save initial review comments as normal black text; indicate how comments were resolved using blue text so that each JPM used on the exam is reflected by a (S)atisfactory resolution on this form. 0 Page 2 of 8 OBDI 202 - IOLE Process

Will review and revise as needed.

Revision verified during validation week, JPM is satisfactory.

Sc D 3 E GJPM-OPS-E5106 - Page 7 of 13 - The note about the heatup rate may/may not be a S critical step: recommend adding in what pressure would result in the 90F/hr heatup rate for recovery. This sets the threshold: the pressure drops below this, the heatup rate restriction will be exceeded.

Will review and revise as needed. Will review time compression option at validation.

Revisions were made to clarify the threshold where the heat up rate becomes a critical step. JPM is satisfactory.

Will discuss options at validation.

Pj S 3 E GJPM-OPS-EOP022 - Page 5 of 10 - For validation: What is the sound of rod motion?

S How do we know when it stops? This is needed to understand their knowledge, and to give appropriate cues.

Will review and revise as needed.

Discussed during validation week. Expected sounds will be discussed with applicants.

JPM is satisfactory.

Editorial - Event 3 description (page 8/28) - the text talks about the rod drifting in, vice out.

Text reviewed, editorial issue resolved.

S with no real actions - Event 3 (TVR) doesnt appear to have safety significance. For Event 3, recommend replacement with loss of a non-safety bus, ideally one that wouldnt pre-empt the actions outlined for the following events.

Will review Event 2 and propose changes to address. Discuss OE on Event 3 amongst examiners to provide feedback.

Scenario reviewed during validation week. Event 3 will be kept in the scenario, with additional text added to the documentation describing how it is related to site OE. Event 2 replaced. Scenario is satisfactory.

The purpose of this form is to enhance regional consistency in reviewing operating test scenario sets. Additional information on these areas may be found in Examination Good Practices Appendix D. Check or mark any item(s) requiring comment and explain the issue in the space provided.

1. ES: ES-301 checklists 4, 5, & 6 satisfied.
2. TS: Set includes SRO TS actions for each SRO, with required actions explicitly detailed.
3. Crit: Each manipulation or evolution has explicit success criteria documented in Form ES-D-2.
4. IC: Out of service equipment and other initial conditions reasonably consistent between scenarios and not predictive of scenario events and actions.
5. Pred: Scenario sequence and other factors avoid predictability issues.
6. TL: Time line constructed, including event and process triggered conditions, such that scenario can run without routine examiner cuing.
7. L/C: Length and complexity for each scenario in the set is reasonable for the crew mix being examined, such that all applicants have reasonably similar exposure and events are needed for evaluation purposes.
8. Eff: Sequence of events is reasonably efficient for examination purposes, especially with respect to long delays or interactions.
9. Based on the reviewer=s judgment, rate the scenario set as (U)nacceptable (requiring repair or replacement), in need of (E)ditorial enhancement, or (S)atisfactory.
10. Provide a brief description of problem in the explanation column.
