DRAFT INTERIM STAFF GUIDANCE 6, DIGITAL INSTRUMENTATION AND CONTROLS LICENSING PROCESS
Dear Mr. Marion:
The purpose of this letter is to provide you with the final draft of Interim Staff Guidance (ISG)-6, Digital Instrumentation and Controls Licensing Process, for comment. Previous versions of the document have been discussed with members of your staff and other stakeholders at multiple public meetings. Additionally, by letter dated March 12, 2010 (Agencywide Documents Access and Management System Accession No. ML100780212), the Nuclear Energy Institute (NEI) submitted comments on behalf of the industry.
The enclosed draft document has been revised, as appropriate, to address your comments and incorporate the lessons learned from the Nuclear Regulatory Commissions (NRCs) recent review and approval of a digital instrumentation and control upgrade for the reactor protection system and engineered safety features actuation system at the Oconee Nuclear Station, and other recent licensing actions. Additionally, a comment resolution matrix is enclosed documenting the disposition of the NEI comments.
Although your comments on the draft ISG were previously received, discussed during the May 20, 2010 public meeting, and incorporated as appropriate, this letter provides a last opportunity to review the document to identify any areas where you feel the NRC staff should provide further clarifications to the guidance prior to issuance of the ISG. This letter is not intended to open discussion on the various issues that have already been identified and will be addressed via other processes outside development of the ISG. Instead, comments should be limited to where you think there is still ambiguity in how the NRC staff resolved a particular comment. In order to maintain the current schedule for issuance of the ISG in the fall of 2010, your comments are requested before July 16, 2010.
The NRC plans to pilot the new ISG-6 process once approved, and continued stakeholder feedback will be beneficial to our evaluation of the phased review concept and in evaluating the feasibility of this process. If you have any questions, please contact me at 301-415-1274.
