SUMMARY

OF THE MAY 25 - 26, 2010, ANNUAL INDUSTRY/NRC MATERIALS PROGRAMS TECHNICAL INFORMATION EXCHANGE MEETINGS On May 25 and 26, 2010, the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from the nuclear industry; including representatives from the Electric Power Research Institute (EPRI) Materials Reliability Program (MRP), EPRI Nondestructive Evaluation Program, EPRI Boiling Water Reactor Vessel and Internals Project (BWRVIP), EPRI Corrosion Research Program, and representatives of the Pressurized Water Reactor Owners Group (PWROG) Materials Subcommittee met, to discuss materials programs. The meetings were held at the Legacy Hotel, 1775 Rockville Pike, Rockville, MD 20852. A list of meeting attendees is enclosed. The meeting agenda can be found in the meeting notice dated May 14, 2010, available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML101241044.

The NRC staff and industry representatives discussed programs in the areas of stress corrosion cracking (SCC), nondestructive examination (NDE), reactor vessel surveillance, dissimilar metal welds, guide card wear, and jet pump testing, among other topics.

The NRC staff gave presentations on the following topics: ultrasonic testing (UT) in lieu of radiographic testing (RT) research (slides in ADAMS at ML101481032), NDE research programs at Pacific Northwest National Laboratory (slides in ADAMS at ML101481039), Title 10 of the Code of Federal Regulations Section 50.55a (10 CFR 50.55a) updates (slides in ADAMS at ML101481042), regulatory perspectives for leak-before-break in piping systems with nickel-alloys (slides in ADAMS at ML101481043), an overview of 10 CFR 50.61a implementation (slides in ADAMS at ML101481044), the status of license renewal guidance updates (slides in ADAMS at ML101481050), and the NRC primary water SCC research program (slides in ADAMS at ML101481052).

The EPRI staff gave presentations on the following topics: overview of the MRP (slides in ADAMS at ML101590616), overview of NDE (slides in ADAMS at ML101610126), overview of the BWRVIP (slides in ADAMS at ML101590655), Materials Degradation Matrix and Issue Management Table update for 2010 (slides in ADAMS at ML101590689), MRP Pressurized Water Reactor (PWR) internals inspection and evaluation (slides in ADAMS at ML101590594),

BWRVIP program and Revision 2 of the Generic Aging Lessons Learned Report (slides in ADAMS at ML101590711), assessment of mitigation effectiveness under hydrogen water chemistry/noble metal chemistry addition (slides in ADAMS at ML101590725), MRP reactor internals modeling and testing projects (slides in ADAMS at ML101590731), Alloy 52/52M welding issues (slides in ADAMS at ML101590585), current industry depth-sizing capability for dissimilar metal welds (slides in ADAMS at ML101610065), optimization of UT techniques for flaw evaluation (slides in ADAMS at ML101610097), Alloy 600 mitigation methods and status of NDE development (slides in ADAMS at ML101610100), UT in lieu of RT (slides in ADAMS at ML101610106), advanced NDE technology innovation program (slides in ADAMS at ML101610113), and qualification of reactor pressure vessel head instrument nozzle volumetric examination (slides in ADAMS at ML101610172).

The PWROG staff gave presentations on the following topics: overview of the PWROG Materials Subcommittee (slides in ADAMS at ML101600283), PWR reactor vessel surveillance program (slides in ADAMS at ML101600233), guide card wear programs (slides in ADAMS at ML101600252), PWR reactor internals (slides in ADAMS at ML101600299), and outer diameter initiated SCC of stainless steel (slides in ADAMS at ML101600301).

Follow-up Actions The following actions items were noted:

1. The PWROG will provide to NRC staff a brief, high level, semi-quantitative description regarding the location and amount of wear that guide cards experience.
2. NRC Office of Nuclear Regulatory Research (RES) staff will set up a conference call with BWRVIP staff to discuss plans for evaluating the effects of higher fluence on the effectiveness of hydrogen water chemistry.
3. The EPRI Primary Systems Corrosion Research committee will set up a call or meeting later in 2010 with the RES staff to discuss plans for irradiation-assisted SCC work using Zorita material.
4. NRR staff will provide a description of concerns and questions related to Alloy 52/152 welds to MRP staff prior to the July 13-14 primary water SCC mitigation meeting.
5. Industry will provide feedback to NRC staff regarding difficulty interpreting the requirements for reactor vessel inservice inspection related to 10 CFR 50.61a.
6. Industry and NRC staff will collect and evaluate feedback about the meeting facilities, organization and content of the meeting.
7. Industry and NRC staff will schedule a meeting or conference call after the regulatory issue summary on leak-before-break is issued.

8. NRC and industry technical staff will conduct quarterly planning conference calls in support of the 2011 technical information exchange meeting.
9. Industry and NRC staff who will attend the Performance Demonstration Initiative meeting in Charlotte, NC, June 17-18, 2010, will add a discussion of root mean square error treatment to the agenda.
10. ERPI will provide to NRC staff information about the welding workshop to be held June 23 - 25, 2010 in Sanibel Island, FL.
11. The PWROG will provide NRC staff with their white paper on outside diameter SCC.
12. RES staff will provide PWROG personnel information on NRC research on SCC of austenitic stainless steel.
13. The PWROG is coordinating surveillance programs to assure availability of very high fluence data to support validation of embrittlement correlations for long-term operation.

Some licensees have pulled capsules to support license renewal. These capsules would need to be re-installed to support a very high fluence program. The NRC staff will provide clarification regarding conflicting needs of license renewal commitments versus acquisition of very-high fluence data.

14. The NRC requested the industry provide copies of any updates to Safety Communication 09-03 to the staff.
